Thanks for the info. I believe it might be more a VMWare bug, given that it looks like the way Apple treats desktops & spaces has changed - when 'Displays Have Separate Spaces' is enabled/disabled in Mission Control preferences pane, the user is required to log out & back in again to enable the change, so I think they have done work on modifying the API for this behaviour.
I'm logging a bug report with Apple as well.

I've noticed that switching the View > Use all Displays in Full Screen changes the observed behaviour.
With this enabled, the fullscreen behaviour works as expected - I get the proper drop down menu bar with the option to exit fullscreen mode. With this disabled, I don't.
